US job market ends year in better shape (AP)

WASHINGTON ? The long-suffering job market is ending the year better off than it began.

The number of people applying for unemployment benefits each week has dropped by 10 percent since January. The unemployment rate, 8.6 percent in November, is at its lowest level in nearly three years.

Factory output is rising, business owners say they're more optimistic about hiring and consumer confidence has jumped to its highest level since April. Even the beleaguered housing market is looking slightly better.

"We are ending the year on an up note," says Joel Naroff, president of Naroff Economic Advisors.

Still, 25 million Americans remain out of work or unable to find full-time jobs. Most analysts forecast a stronger economy and job growth in 2012 ? and rule out a second recession ? but they caution that could change if Europe's debt crisis worsens or consumers pull back on spending.

On Thursday, the Labor Department said the number of people applying for unemployment benefits last week rose 15,000 to 381,000. But the four-week average, a less volatile measure, dropped to 375,000 ? the lowest level since June 2008.

When applications for unemployment benefits consistently fall below 375,000, economists consider it a reasonable sign that hiring is rising enough to push the unemployment rate lower. The four-week average has remained below 400,000 for seven weeks, the longest stretch since April.

A mildly positive report on housing also came out on Thursday. The National Association of Realtors said the number of people who signed contracts to buy homes rose in November to its highest level in a year and a half.

The association sought to temper enthusiasm by noting that the number of canceled contracts is also on the rise. But financial markets seized on the good news in both reports.

The Dow Jones industrial average rose more than 113 points in afternoon trading.

"The recovery in the labor market is maintaining its momentum," says Michael Gapen, an economist at Barclays Capital.

That's noteworthy for an economy faced with a debt crisis in Europe and, as recently as last summer, scattered predictions of a second recession at home.

There was plenty of reason for gloom. A political standoff over the federal borrowing limit brought the United States to the brink of default and cost the nation its top-drawer credit rating.

Most analysts now say another recession is unlikely.

The economy likely grew at an annual rate of 3 percent or more in the final three months of this year, analysts say. That would top the 1.8 percent growth rate in the July-September quarter, and the 0.9 percent growth rate in the first half of the year.

Employers have added an average of 143,000 net jobs a month from September through November. That's almost double the pace for the previous three months. Although it's below the pace from the first quarter of 2011,

Next year should be even better for hiring. The Associated Press surveyed 36 economists this month who said they expect the economy to generate an average of about 175,000 jobs per month in 2012. That's almost double the pace for the previous three months, but not as high as job growth in the first quarter of the year.

Job listings website Indeed.com says its revenue has more than doubled in the past year as companies spend more on recruiting. CEO Paul Forster says the healthcare, energy and information-technology sectors have the greatest increase in job openings.

More small businesses plan to hire than at any time in three years, a trade group said earlier this month. And a separate private-sector survey found more companies are planning to add workers in the first quarter of next year than at any time since 2008.

Consumers are also growing more confident. The Conference Board said Tuesday that its consumer confidence index rose to 64.5 in December, the highest reading since April.

Still, the economy and job market remain vulnerable to setbacks.

Economists view Europe as the biggest threat to the global economy in 2012. Europe is expected to fall into recession as banks reduce lending and countries cut spending and raise taxes in response to a simmering government-debt crisis.

In the worst case, a government default could destabilize the eurozone financial system and trigger a global panic.

Economists are also concerned that consumer spending in the U.S. could taper off if wages ? which did not keep up with inflation in 2011 ? do not rise faster or if families decide to purchase less on credit.

In November, the unemployment rate fell to 8.6 percent from 9 percent to its lowest level since March 2009. About half that decline was attributed to the 315,000 people who gave up looking for work. When people stop looking for a job, the government no longer counts them as unemployed.

Economists surveyed by the AP predict the unemployment rate will fall to 8.4 percent by Election Day.

About 7.2 million people are receiving unemployment benefits. Congress agreed last week to keep the emergency benefits that half of them depend on for another two months, instead of letting them lapse at the end of this year.

In up and down year for cable news, Fox dominates

(AP) ? It was a good year in the ratings for cable news networks. Or a rough one. It depends on your perspective.

Fox News Channel continued its dominance, with an average viewership that exceeded CNN and MSNBC combined in prime time and for the entire day, the Nielsen ratings company said Wednesday. Fox typically had 1.87 million viewers in prime time this year. The top 13 programs in cable news all aired on Fox.

Yet Fox was alone among the cable news networks in losing viewers ? down 8 percent in prime time and 5 percent for the full day, Nielsen said. The 2010 midterm election year was particularly engaging for Republicans, who make up a big part of Fox's audience.

CNN was up 17 percent in prime-time viewership with a revamped lineup that includes a double dose of Anderson Cooper and Piers Morgan replacing Larry King. CNN is third behind Fox and MSNBC in prime time and for the day as a whole, but this year it came back to eclipse MSNBC for second each day among the key news demographic of viewers aged 25 to 54.

CNN's rivals acknowledge its gains but are quick to point out that last year represented CNN's worst year ever in the ratings.

MSNBC can take pride in surviving the exit of its most popular prime time personality, Keith Olbermann, who defected to Current. The network is up 2 percent over last year in its prime-time average, Nielsen said.

However, MSNBC is down 11 percent for the 8 p.m. time slot, which Olbermann occupied. Along with the continued popularity of Rachel Maddow at 9 p.m., MSNBC is showing rating gains at 10 p.m. because it replaced the Olbermann rerun that used to air at that time with an original show, currently hosted by Lawrence O'Donnell.

HLN, the former CNN Headline News, is up 20 percent over last year, with its popular blanket coverage of Casey Anthony's trial a big factor.

During Christmas week, NBC averaged 7.2 million viewers in prime time (4.0 rating, 7 share). A ratings point represents 1,147,000 households, or 1 percent of the nation's estimated 114.7 million TV homes; the share is the percentage of in-use televisions tuned to a given show.

CBS was second with 6.9 million viewers (4.4 rating, 8 share). When a network has a higher rating despite having a smaller audience, as CBS did, it indicates that more people were watching the network alone. NBC had more cases of several people gathered around the TV ? probably watching its Sunday night football game.

Fox had 5.5 million (3.2, 6), ABC had 4.4 million (2.6, 5), Ion Television had 1.1 million (0.7, 1) and the CW had 960,000 (0.6, 1).

Among the Spanish-language networks, Univision led with 3.3 million viewers (1.6, 3), Telemundo had 1.3 million (0.7, 1), TeleFutura had 450,000 (0.2, 0), Estrella had 220,000 (0.1, 0) and Azteca had 160,000 (also 0.1, 0).

NBC's "Nightly News" topped the evening newscasts with an average of 8.6 million viewers (5.6, 11). ABC's "World News" was second with 8.2 million (5.4, 10), and the "CBS Evening News" had 6.4 million viewers (4.3, 8).

Due to delays related to the Christmas holiday, Nielsen did not immediately have ratings for individual prime-time programs available.

MASON CITY, Iowa ? Rick Santorum isn't going down without a fight. In fact, that fight might be lifting him up.

The Republican presidential candidate who may have logged more miles than any other rival is more likely these days to be grinding it out on the campaign trail than trumpeting the buzz he's stirring among Iowa's conservative voters heading into the Jan. 3 presidential caucuses.

"We've got momentum," Santorum, a long-overlooked candidate in the GOP race told breakfast diners Wednesday in Independence. He sounded a similar note at a campaign stop Tuesday in Mason City.

But there are hurdles. His cash-strapped campaign has only just started running TV ads, and his organization is small in a state whose contests rely on the ability of campaigns to turn out a slew of supporters.

Still, there's evidence that Iowa Republicans, many of whom are still undecided and looking for a conservative candidate, may be starting to give the former Pennsylvania senator a look at just the right time.

"Rick Santorum could be a real surprise," said former Dallas County GOP Chairman Rob Taylor.

In recent days, Santorum's crowds have started growing as he rallies conservatives with a pit bull's pugnaciousness, and just a touch of anger. He began airing a new radio ad Wednesday that, while less obvious than a television spot, can be effective in reaching niche conservatives in rural Iowa.

He has earned the support of a number of key backers of former Arkansas Gov. Mike Huckabee, who won the 2008 Republican caucuses. They include former gubernatorial candidate Bob Vander Plaats, conservative Sioux City radio host Sam Clovis and some influential evangelical pastors.

He landed the endorsement Tuesday of evangelical conservative activists Alex and Brett Harris, founders of Huck's Army, a national group that supported Huckabee's 2008 campaign. On Wednesday, Steve Sukup, a conservative business leader and former state legislator, announced he was supporting Santorum.

"He's the only candidate in this race I trust," said Chuck Laudner, a veteran Iowa GOP operative who introduced Santorum to more than 100 party activists on Santorum's fourth trip to Mason City. "And he's a fighter."

As if to prove the point, Santorum launched into a speech filled with pokes at the national media and his rivals. For 90 minutes, he tore into President Barack Obama, Hollywood and moderate Republicans ? and, by implication, rival Mitt Romney.

While Santorum's profile in Congress as a social-issues crusader bought him entree with influential evangelical conservatives in Iowa, it's his unhesitating attack on liberals that seems to be fueling his rise in internal polls by rival campaigns.

"Let's look at colleges and universities," Santorum said in the ballroom of the restored Frank Lloyd Wright Park Inn Hotel on Mason City's town square. "They've become indoctrination centers for the left. Should we be subsidizing that?"

Santorum tossed out Harvard University's motto, "Veritas," Latin for truth. "They haven't seen truth at Harvard in 100 years."

Santorum refers to Obama as a "radical." Just as easily, though, he calls his own party's leaders "the good old guys you can count on to sell out in the end."

Even in entertaining questions from voters, he is frank and at times pointed.

"No, you're missing my point," he told Mason City Republican Julia Jones, a retired factory worker, as he tried to explain Social Security.

Jones, who walked into the event weighing Santorum and Texas Gov. Rick Perry, liked what she heard ? and decided to support Santorum.

"He doesn't soften the edges, but he doesn't talk down to you either," Jones said. "He's just in-depth."

[GROUP] Nintendo/Kingdom Hearts crossover?

You know how Kingdom Hearts is essentially a game with original scenarios and plot elements but cameos from Final Fantasy and Disney characters? Well, why don't we take out the Disney portion of it, and put in Nintendo worlds and characters? You know, kind of like that April Fools joke about Mushroom Kingdom Hearts.

Basically, none of the KH-canons would be in this because I want this to be our own story. This would take place in the same timeline as the first to second Kingdom Hearts game but in a different part of the universe. It will have original characters as well as Nintendo and Final Fantasy characters. I will be limiting the amount of Keyblade wielders to around three or five.

The plot will be similar to the first Kingdom Hearts in the fact that there's a league of villains (in this case, the Nintendo villains) united under one villain (who will be an OC and the main antagonist) who control the Heartless and are looking for something important (haven't decided what that something is yet).

Spain king's son-in-law subpoenaed in graft probe (AP)

MADRID ? A judge subpoenaed the son-in-law of Spain's King Juan Carlos on Thursday to testify as a suspect in a corruption case, deepening a public relations nightmare for the royal family at a time of acute economic crisis for everyday people.

The case surrounding Inaki Urdangarin, husband of the king's daughter Cristina, has been front-page news for weeks. But it went a big step further Thursday when Judge Jose Castro on the Mediterranean island of Mallorca named Urdangarin as a formal suspect in a criminal probe.

The Balearic Islands Superior Court of Justice said in a statement that Urdangarin has been called to testify Feb. 6 in Palma, the capital of the archipelago. The one-page document did not mention allegations.

But Spanish media say Urdangarin, 43, is suspected of siphoning money from public contracts awarded from 2004 to 2006 to a nonprofit foundation he then headed. He has not been charged with a crime.

An official at the Royal Palace declined comment Thursday other than to say it "respects the decisions of judges."

Spain has nearly 22 percent unemployment, a stagnant economy, mountains of debt and many other woes, so alleged shady business dealings by a member of the royal family look terrible for the Spanish monarchy.

On Dec. 12 the Royal Palace shocked the country by announcing Urdangarin would for the time being stop taking part in official ceremonies involving the royal family.

And in an unprecedented show of transparency, the palace this week made public the details of the stipend the royal family receives from the national budget. It said, for instance, that King Juan Carlos earns euro292,552 ($382,597) a year in salary and expenses and his son, Crown Prince Felipe, roughly half that amount.

In his yearly Christmas Eve speech, the king expressed concern over what he described as the declining confidence among Spaniards in public institutions, a remark seen as a reference to the scandal surrounding his son-in-law, a commoner who used to be a professional handball player.

Judge Castro's order Thursday made public an until-now sealed case file that the newspaper El Pais said contains 2,700 pages.

Spanish newspapers have quoted investigators as saying Urdangarin is suspected, among other things, of having taken some of about euro6 million ($8 million) his nonprofit foundation received from the regional governments in Valencia and the Balearic Islands for organizing events such as sports seminars and diverting it to for-profit companies Urdangarin ran.

The case is part of a broader, long-running corruption probe involving the regional government in the Balearic Islands.

Since 2009 Urdangarin, the princess and their four children have lived in Washington, D.C., where Urdangarin works for the Spanish telecommunications company Telefonica, S.A.

King Juan Carlos and Queen Sofia have three children. Crown Prince Felipe is the youngest, Princess Cristina is the middle child and the eldest is Princess Elena.

The exception is low self-discharge batteries, which employ new technology and come pre-charged.

NiMH and alkaline batteries can be interchangeable, but it?s best to use whichever is recommended for your device. Alkaline units produce 1.5 volts of electric charge and NiMH batteries produce 1.2 volts. The higher the capacity ? as measured in milliampere hours, or mAh ? the longer the battery should last. Both alkaline and NiMH batteries come in AAA, AA, C, and D. Alkaline batteries can be tossed in the garbage two at a time, while NiMH batteries must be recycled.

Syrian troops kill 3 Lebanese in border incident

Lebanese security officials say Syrian troops opened fire at a car that crossed illegally into northern Lebanon, killing three Lebanese men.

The officials spoke on condition of anonymity in line with regulations.

The shooting came late Tuesday as Arab League observers started a mission in Syria aimed at stopping nine months of bloody clashes during an uprising against the regime.

Some Syrians have fled to Lebanon to escape the fighting, and Syria has complained that weapons are smuggled across its borders. It was not immediately clear if the shooting was related to the uprising in Syria.

Such incidents are not uncommon on the border, since many Lebanese and Syrians cross the border illegally. Several Syrians and Lebanese were killed or wounded in recent border incidents.

Last week the rumors were flying, and today the University of Illinois confirmed that senior running back Jason Ford and redshirt freshman wide receiver Jake Kumerow are academically ineligible under NCAA rules to participate in the 2011 Kraft Fight Hunger Bowl on Dec. 31.

Kumerow played in seven games in 2011 and had three catches for 15 yards on the season. All three of his catches came in the regular season finale at Minnesota on Nov. 26.

From what I heard, Ford just stopped going to class. While he may be the leading rusher in 2011, he still didn?t live up to his expectations, which means going to the NFL is going to be tough in the first place. Now he will be missing the bowl game, so scouts that maybe gave a poop about him will simply forget he existed. I mean, really he should?ve kept up his academic end of the bargain to, you know, help out the team in what?s already going to be a really difficult game with all the coaching turmoil, etc. But, instead, Ford decided to just stick up his middle finger to the entire team and the fans. I?m only happy that in the process he is completely screwing himself.

I don?t even know who Kumerow is, so it?s not fair to go off on him, and perhaps his issues are slightly different. Also, as a redshirt freshman he is sort of young and can learn from his mistakes. Jason Ford knows better, he apparently just didn?t care.

The Illini will leave for San Francisco on Dec. 26.

Barkley initially planned to leave for the NFL

USC quarterback Matt Barkley, who announced Thursday that he would return for his senior season, revealed his initial plan was to leave for the NFL on the ?Mason and Ireland? show on Friday.

Thailand and Cambodia to withdraw troops from disputed temple

PHNOM PENH (BNO NEWS) -- Thailand and Cambodia have agreed to withdraw their troops from the area surrounding the disputed Preah Vihear temple, the Thai MCOT news agency reported on Thursday.

The two countries agreed to implement the International Court of Justice's (ICJ) order to establish a "provisional demilitarized zone." A joint working group will be set up to oversee troop withdrawals from the newly defined demilitarized zone, Cambodian Defense Minister Tea Banh said after meeting with Thai Defense Minister Gen Yutthasak Sasiprapa in the Cambodian capital of Phnom Penh.

Gen Tea Banh also said the withdrawal of troops will be carried out as soon as possible. It will be done under the supervision of the joint observers from Thailand, Cambodia and Indonesia, the chair of the Association of Southeast Asian Nations (ASEAN).

In July, a ruling by the Hague-based International Court of Justice asked both nations to withdraw military personnel from around the Preah Vihear temple complex.

Both Cambodia and Thailand claim the 4.6 square kilometer (1.7 square miles) area near the ancient Preah Vihear temple on their shared border, which has never been formally established. However, the military tension has eased since former Thai Prime Minister Thaksin Shinawatra's Pheu Thai Party won a landslide victory in July's general election.

Tensions first escalated between the two countries in July 2008 following the build-up of military forces near the 900-year-old Preah Vihear temple. The United Nations Security Council urged both sides to establish a permanent ceasefire after at least 10 people were killed.

Clashes resumed earlier this year as both nations claim the lands surrounding the ancient Hindu Temple, which has been damaged due to the conflict. The Preah Vihear temple dates back to the 11th century.

Obama, Boehner face off on payroll tax (Daily Caller)

On Tuesday, President Barack Obama used the payroll tax debate to continue to push his campaign trail effort to portray the House Republicans as irresponsible and petulant obstacles to economic recovery.

The Republican-led House has rejected the Democrat-led Senate?s economic bill, which extends the Social Security tax cut for 160 million people by two months. Obama had asked for a one-year extension worth $1,000 per person. That one-year extension is in the House bill, which the Senate rejected.

?This is not a game, this is not politics, this is Americans? livelihoods ? it?s a thousand bucks? for the average family, Obama said in a surprise appearance in the White House?s newsroom.

?What they?re really trying to do ? is to wring concessions from Democrats on issues that have nothing to do with the payroll tax cut,? he continued.

Obama left after his short statement and refused to take any questions.

Immediately afterward, Republican Speaker of the House?John Boehner appealed for the president to summon the Senate back for Hill negotiations.

?The Senate voted to give the people a [two-month,] $166 tax cut. We voted to give the people a $1,000 tax cut,? Boehner said. ?I need the president to help out.?

?We?re proud of the bill we passed. ? We?ve done our work for the American people, now it is up to the president and the Senate Democrats.?

White House spokesman Jay Carney echoed the same themes as Obama, and declined to comment on polling data that shows some gains for the president.

?This is not a game, this is not politics, this is Americans? livelihoods ? it is a thousand bucks on average,? White House speaker Jay Carney said on Dec. 20, after suggesting that the GOP opposed the budget deal out of personal animus to President Barack Obama.

?The president is not, and should not, be a marriage counselor? between the Senate and Republican congressmen, Carney added. ?That?s a conflict they need to resolve on behalf of the American people.?

Obama?s anti-Congress strategy may be working. In early December, a Washington Post/ABC poll showed Obama?s approval ratings rise, especially in relation to Congress.

The poll showed that 49 percent of respondent approve of his job performance, and 47 percent disapproved. Compared to an earlier poll by the Post and ABC, ?he has recovered from single digits among Republicans, with 19 percent of Republicans now approving of his job performance,? the Post article read. ?For the first time since May, he?s pulled about even with seniors, 48 percent to 49 percent, and strengthened among people age 18 to 29, 55 percent to 36 percent.?

The poll of 1,005 was not limited to likely voters, however, and included people who are not registered and who are not likely to vote as well.

ITC sides with Apple in patent dispute with HTC

SAN FRANCISCO (AP) ? A federal agency is siding with Apple and ordering an import ban on HTC phones that infringe on a patent belonging to the iPhone maker.

The U.S. International Trade Commission said Monday that the ban will take effect April 19 so that wireless carriers will have time to adjust their plans. The ITC said in a final ruling that HTC Corp. may import some refurbished phones to offer customers as replacements under warranties and insurance plans. HTC, which is based in Taiwan, is a major maker of phones that use Google Inc.'s Android operating software.

Apple Inc. had initially complained about HTC violating several of its patents in April 2010, though the commission narrowed its decision down to just one patent. The patent in question deals with data detection, enabling smartphone functions such as the ability to tap on a phone number or address contained in an email to immediately call the number or find the address on a map.

It's not immediately known which phones are covered by the ban. In an e-mailed statement, HTC general counsel Grace Lei said the patent in question affects a small part of the user experience and it will soon remove it from any affected phones.

Apple spokeswoman Kristen Huguet reiterated an earlier statement, saying competitors should create their own technology.

The case is part of a broader dispute involving Cupertino, Calif.-based Apple, HTC and other phone makers. In federal courts and before the ITC, companies have been accusing one another of stealing ideas for popular phone features. While the courts can award damages, the commission has the power to block imports of products and parts made with contested technology.

The U.S. International Trade Commission issued an initial ruling in October that Apple's iPhone does not violate four patents owned by HTC, a blow to the company.

Black Keys Go Big On El Camino, In Between Chick-Fil-A Visits

Earlier this week, building on the breakout success of their Brothers album and powered by current single "Lonely Boy," the Black Keys' El Camino roared to a #2 debut on the Billboard albums chart, by far their biggest bow to date.

And though many were surprised by the first-week numbers, the Keys themselves weren't. After all, they've known the stakes were higher from the minute they started recording El Camino — even though they tried very hard to ignore that fact.

"We were aware that more people were paying attention to us than ever had, but we tried not to let it get into our heads," drummer Patrick Carney told MTV News. "It definitely didn't affect the making of the album, but, you know, we were trying to take advantage of the situation, because we've been a band for a decade and the whole point, for us, was to play to as many people as possible without compromising. So we put a lot of time and effort into the new record. We've made records in 14 hours before; this one we spent 40 days on."

Of course, that extended stay in the studio had just as much to do with the band's increased stature as it did with El Camino's expanded scope. From its skuzzy, fuzzy guitars to the pealing organs and keening backing vocals, it packs a whole lot into just 38 breakneck minutes, taking the Keys' signature two-man racket to newfound places and spaces.

"When we started the songs, it was completely organic, but once we start going, and we get the foundation done, we really start to concentrate on the little details that sort of make it what it's going to be, because sometimes those little details can be really impactful," frontman Dan Auerbach said. "And that's why it took us longer than it's ever taken us to make a record."

Though most are quick to chalk that expansion to the band's work with producer Danger Mouse (whom they've collaborated with since 2008's Attack & Release), the Keys say that it was mostly due to them wanting to take full advantage of everything Brothers provided. In fact, the majority of their conversations with the Mouse involved nothing more than chicken.

"Most of our discussions were about Chick-fil-A," Carney laughed.

"Yeah," Auerbach added. "The distance to and from Chick-fil-A."

Average 30-year loan rate ties record: 3.94 pct. (AP)

WASHINGTON ? The average rate on the 30-year fixed mortgage has dropped to 3.94 percent, the record low set in October.

Low rates offer a historic opportunity for those who can afford to buy or refinance. Still, many people either can't take advantage of the record-low rates or have already done so.

The rate on the 30-year home loan fell from 3.99 percent the previous week, Freddie Mac said Thursday. This week's 3.94 percent average matches the lowest on records dating to the 1950s.

The average on the 15-year fixed mortgage fell to 3.21 percent from 3.27 percent. That's also a record.

Rates could fall further still. Many economists think the yield on the 10-year Treasury note could creep lower in 2012. Long-term mortgage rates tend to track the 10-year Treasury yield.

Should the Federal Reserve launch a new program of bond purchases in the coming months to try to help the economy, that could further drive down mortgage rates.

Rates have been below 5 percent for all but two weeks this year. Even so, this year could end up as the worst for home sales in 14 years.

Frank Nothaft, Freddie Mac's chief economist, said that despite the super-low loan rates, foreclosures and falling home values have created a "rough environment for housing."

Sales of previously occupied homes are just slightly ahead of last year's dismal sales figures ? and those were the worst in 13 years. New-home sales appear headed for their worst year on records dating back half a century.

Mortgage applications have risen slightly in recent weeks but are up from extremely low levels, according to the Mortgage Bankers Association. Last week, refinancings rose more than 9 percent, while loan applications to buy homes fell more than 8 percent.

Some lenders have reported an increase in applications through the Obama administration's refinancing program. That program was broadened in October to allow up to 1 million more homeowners lower their mortgage payments. But the MBA said such government-assisted loans account for just a small portion of refinancing.

High unemployment and scant wage gains have made it harder for many people to qualify for loans. Many Americans don't want to sink money into a home that could lose value over the next three to four years.

The average on the 30-year fixed loan has been below 5 percent for all but two weeks in the past year. And many homeowners who have the necessary credit and home equity to refinance already have.

To calculate average the rates, Freddie Mac surveys lenders across the country Monday through Wednesday of each week.

The average rates don't include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for the 30-year loan rose to 0.8 from 0.7; the average on the 15-year fixed mortgage was unchanged at 0.8.

For the five-year adjustable loan, the average rate fell to 2.86 percent from 2.93 percent. The average on the one-year adjustable loan ticked up to 2.81 percent from 2.8 percent.

The average fee on the five-year loan rose from 0.5 to 0.6. And the fee on the one-year adjustable loan was unchanged at 0.6.

Review: Samsung's Galaxy Nexus a sweet smartphone (AP)

SAN FRANCISCO ? As fans of Google's Android mobile software well know, each new version is named after a sugary treat, such as Gingerbread or Honeycomb. Android is about to get even sweeter with Ice Cream Sandwich ? a smooth, feature-rich operating system that will run first on the delectable Samsung Galaxy Nexus smartphone.

The combination of Google's software and Samsung's hardware makes the Galaxy Nexus one of the best candidates to compete with Apple's latest iPhone, though its price is steep. It will be available Thursday in the U.S. for $300 with a two-year Verizon Wireless contract.

Like the previous phone in the Nexus line, the Nexus S, the Galaxy Nexus was jointly developed by Google Inc. and Samsung Electronics Co. It features a slim frame with a large, curved glass screen that's comfortable for chatting with friends and excellent for watching videos. There are 32 gigabytes of built-in storage space on the Verizon version of the phone, but no external slot for a microSD memory card.

The screen, a pocket-busting 4.65 inches at the diagonal, makes the iPhone's 3.5-inches look diminutive. And despite the size, the Galaxy Nexus manages to weigh just 4.8 ounces, slightly less than Apple's offering.

On it, videos and Web pages looked crisp and bright, with rich colors. I started watching a video during testing ? an HD copy of "The Help" that I rented from Google's Android Market ? and had to force myself to break away to test other features of the device.

With the latest version of Android under the hood, the Galaxy Nexus is packed with new and improved features. Many of them are great; others are simply great in theory.

Overall, the software looks fresher and less cluttered. The virtual "buttons" that usually sit at the bottom of the screen have been redesigned. There's still a "home" and a "back" button, but no "menu" button to pull up various options within an app. Instead, there's now a "recent apps" button that shows what you've been doing lately on the phone.

Another neat change: The buttons are completely virtual, so they change directions when you flip the phone sideways and disappear when you're viewing photos or videos.

Other changes to Android include an overhaul of its virtual keyboard, meant to make it easier to type without messing up ? something I've always had trouble with on the stock Android keyboard. I was often able to type more accurately than in the past, but sometimes still ended up with unintended words in my messages.

The Android browser and Gmail are updated, too. Gmail's new functions include the ability to search emails while offline, while the browser is zippier and has a "request desktop" option so you can check out webpages in their non-truncated desktop version.

One new feature that falls into the "great in theory" category is Face Unlock, which uses facial-recognition technology to unlock the phone from standby mode. To set it up, you take a picture of your face with the phone. Then, all you have to do to unlock the phone is stare at the screen after you press the power button.

Most of the time it didn't work, though, probably because the phone couldn't recognize my face from certain angles. I was also able to fool it by holding up a shot of my face on an iPhone. So much for security.

Ice Cream Sandwich also has Android Beam, which lets you share such content as a Web page, map or video between two Android phones by bringing the backs of the phones close together. It only works with phones that have this Android software and near-field communication technology, though, so unless you and your friend both buy the Galaxy Nexus you'll be out of luck at launch.

More immediately useful was the phone's 5-megapixel camera, which is the snappiest I've seen on any Android phone. There was almost no shutter lag between shots, even when I had just turned the camera on.

Still, I would have preferred a higher-resolution sensor ? 8-megapixel cameras are quickly becoming common on smartphones. In addition, photos I took could have been brighter, though this can be improved on somewhat by using some of the available editing options, including numerous color filters and adjustable contrast options.

Like the iPhone 4S and some other high-end smartphones, the Galaxy Nexus can record high-definition videos in 1080p ? the best resolution you can get on a consumer camera. I had some fun taking sunset videos with a time-lapse feature, and there are some goofy filming effects to play around with, too.

And yes, you can make calls on the Galaxy Nexus. Its thin body and curved screen make it comfortable to hold against your ear, and calls generally sounded good.

Sadly, high-speed networks guzzle battery power like a milkshake, so I wasn't able to spend a ton of time using the device on a single battery charge.

The phone Google loaned me to test was a version that works with AT&T or T-Mobile, so I couldn't test its speed or battery life with the carrier actually selling it in the U.S., Verizon, or with its high-speed 4G network.

Using both T-Mobile's standard 3G and speedier HSPA+ networks, at least, I got about three hours and 15 minutes out of the Galaxy Nexus for surfing the Web, streaming a movie, sending instant messages, chatting on the phone and other activities. The phone got quite warm with all this use. Over Verizon Wireless' 4G LTE network, it's possible that the phone's battery would drain even faster if you're doing a lot of downloading.

Another bummer: Verizon is blocking the Galaxy Nexus from supporting Google Wallet, which is supposed to allow the phone to be used to buy items in some stores by tapping it to payment terminals.

Generally, though, the Galaxy Nexus is a well-rounded smartphone that serves up a noticeably freshened-up version of Android with sleek hardware. Delicious, indeed.

Best Buy 3rd-quarter profit falls, shares skid (AP)

NEW YORK ? Electronics retailer Best Buy said Tuesday that its third-quarter net income fell 29 percent as it cut prices in popular categories such as tablets and TVs to drive sales and traffic during the busy holiday season.

Its adjusted earnings missed analysts' expectations, and its shares tumbled almost 9 percent in premarket trading.

Best Buy Co. is facing tough competition from discounters and online retailers. The largest U.S. specialty electronics retailer said it increased mark downs in categories such as mobile computing ? which includes tablet computers ? TVs and movies to drive traffic and sales, hurting its gross profit. It also spent more on advertising.

"We took actions to provide value to customers and drive our business in this competitive consumer environment," said CEO Brian Dunn.

Net income for the three months ended Nov. 26 fell to $154 million, or 42 cents per share. That compares with $217 million, or 54 cents per share, last year.

Excluding one-time items, its adjusted earnings totaled 47 cents per share. Analysts expected 52 cents per share, according to FactSet.

The Minneapolis company said revenue rose 2 percent to $12.1 billion from $11.9 billion a year ago. Analysts expected $12.13 billion.

Revenue in U.S. stores open at least one year rose 1 percent, boosted by a 20 percent increase in online revenue.

Strong sellers during the quarter included mobile computing, appliances, e-readers, mobile phones and movies. Digital imaging and gaming were weaker.

Best Buy reaffirmed its full-year guidance of adjusted net income of $3.35 to $3.65 per share. Analysts expect $3.44 per share.

It expects revenue of $51 billion to $52.5 billion. Analysts expect $51.83 billion.

Shares fell $2.50, or 8.9 percent, to $25.57 in premarket trading.
